Andrew is an associate in our Washington office where he specializes in the firm’s Committee on Foreign Investment in the United States (CFIUS), export controls, and Outbound Investment Security Program (OISP) practices. He is a member of the firm’s aerospace & defense sector group and its global foreign investment review core group.
At the firm, Andrew frequently counsels clients on cross-border M&A transactions. His experience spans a diverse set of industries that include aerospace & defense, artificial intelligence, automotive, biotechnology, cybersecurity, EV battery supply chain, global logistics, life sciences, and semiconductor manufacturing, among many others.
Prior to joining the firm, Andrew served as a Special Advisor in the US Senate, where he advised on China affairs and US national technology & industrial base strategy. Before his time in the Senate, Andrew was a published defense analyst after beginning his career in the treasury group of a US-based global engineering, procurement, and construction firm. Andrew has been affiliated with multiple DC-based national security analysis think tanks.
Andrew received his JD from Duke University School of Law, where he was a Lead Editor of the Duke Journal of Comparative and International Law.
